Click New Thread.
Fill out title and reply box. Scroll down and you will see "Post a Poll". Check mark the box and list how many poll options...........

Click "Submit New Thread". You will now see a second page like below. Fill out the "Poll Question", "Options" and "Poll Timeout"
You can make your poll public or leave it private. You can also give users the ability to select more than one answer.
When done click "Submit New Poll".
